What happened
Three published phrase pages claimed the citation quorum on two source units rather than three. Pages 007eacff261c652d (airport to rehabilitate), 2dc5adb851e6e29d (to deliver for our), and e0b16e162cdabc40 (fought to ensure) each showed grounded_units 3, the exact floor, and two of the three receipts on each page were the same 2026-07-09 Nevada airports announcement, published by the Cortez Masto office and the Rosen office with the name order swapped. Measured similarity between the two texts was 0.647 against a near-duplicate bar of 0.72. Every receipt on those pages is a real, verified, correctly quoted source; the defect is the count, which credited one announcement twice and so let three pages rest on two independent offices. Across the 540 published evidence records, 89 carried an uncollapsed same-day cosigned pair and the other 86 remain above the quorum after the collapse. No composite claim, no posted thread, and no cross-party number is affected.
Resolution
The near-joint identity that owns document collapse now recognizes cosigned releases: a pair the near-duplicate retrieval already paired, published the same day by two offices whose headlines each name the other member, is one project unit. The decision is a boolean on reciprocal headline naming, so no threshold moved and the citation quorum stays at three. The method version is bumped at the owning stage and inherited by the evidence slice, which invalidates every cached count measured under the superseded collapse. The three pages fall to two grounded units and lose their evidentiary section at the next production cycle; permanent phrase pages remain, without the quorum claim.
